If you're using a PCIe expansion card make sure the slot it is installed in is wired for the number of lanes the card is designed to utilize. It's also worth uninstalling the driver for the USB device you're trying to run the Kinect on and reinstalling a driver from a different source.

Hereby my findings If I understand you correctly you're experiencing good frame rate with both samples running together but low frame rate if you run the C sample alone If that's the case you may be running into some of the odd behavior of SpeedStep. It's possible the C sample isn't quite intense enough for your processor to ramp up to normal speed whereas running both samples together gives your system enough load to ramp above your processor's minimum speed.

I'd run something like CPUZ or Core Temp and then run your tests again to see if there's a significant difference in processor frequency between the two. If there is I'd guess that's your culprit. Please remove from the list.
